Super Committee Fails to Reach Agreement
Late Monday, November 21, 2011, the leaders of the U.S. Joint Select Committee on Deficit Reduction (the so-called Congressional "Supercommittee") announced that the Committee was unable to reach agreement on a package of spending cuts and revenue increases to generate $1.2 trillion in federal deficit reductions as called for by the Budget Control Act signed into law earlier this year. For the purposes of advocacy efforts to preserve charitable giving incentives, the immediate threat is over for now, but the issue is far from settled. Deficit reduction, tax reform and related issues will remain areas of keen interest for Congress in the coming year. As the Center reported previously, the Senate Finance Committee held a public hearing in October 2011 to explore ideas to modify charitable giving incentives, and many commissions and think tanks continue to put forth proposals that would curtail a variety of tax deductions, including those for charitable giving. The National Council of Nonprofits points out that most of these proposals were focused on offering the various deficit reduction measures in a single sweeping package -- until the non-profit community expressed its strong opposition through the Nonprofit Community Letter signed by over 4,000 organizations nationwide, through contacts with their individual members of Congress, and through other communications. We will all be able to build on these advocacy efforts as the issue recurs over the next year.
